ABSTRACT

Although the invasion of Gali targeted only territory inhabited by ethnic Georgians, it did not target all territories inhabited by ethnic Georgians, despite that territory being contiguous. The invasion, instead, targeted only Lower Gali. Yugoslavia’s last civil war pitted Belgrade against pro-independence Kosovars. Clashes between the Kosovo Liberation Army and both the Serbian police and Yugoslav National Army escalated during the 1990s, leading to full-scale civil war by 1998. Sudan’s first civil war began on the eve of its independence in 1955, as representatives of Sudan’s southern region took up arms in the pursuit of greater resources and representation within a united Sudan. The civil war in Ukraine reinforces the challenges that any active partition plan would face on the ground during a given conflict. By March 2014, significant protests began in eastern Ukrainian cities, including attempts to seize control of regional government buildings by groups proclaiming pro-Russian and anti-Ukrainian government slogans.
