ABSTRACT

Chapter 2 gives the reader an overview of the development of UN peace operations to frame the emergence of stabilization in the context of the generations of peacekeeping. The chapter defines the protection of civilians and stabilization. Drawing on the practice of other states such as the UK, the US, and France, the chapter explains what is included in a stabilization mandate from the Security Council, and recounts the emergence of stabilization in early missions such as MINUSTAH and MONUSCO and its eventual adoption in more recent mandates as a specific strategy for the UN.
