ABSTRACT

In Chapter 6 the analytical framework is applied to UNMISS, finding that the mission has operated with less cooperation from the host state compared to the levels of cooperation seen in Mali and the Central African Republic. Hostility from the South Sudanese government led to far less of a focus on extending state authority after the outbreak of civil war. The case study finds that host state cooperation is needed to facilitate local-level peace initiatives that allow for the identification of the vital core, resilience building, and empowerment.
