ABSTRACT

The fourth chapter examines the exclusion and inclusion processes within the decentralized institutions at the micro level in Telangana state. In the course of the discussion, it focuses on the factors that catalyze the marginalized communities to take an active part in the decision-making process, implementation, evaluation, and sharing of benefits of the development. This exercise also enables us to find answers to the questions raised in the preceding chapters. In other words, it is a juxtaposition of the macro and the micro picture of the democratic decentralized process and the position of marginalized communities in the South Indian state of Telangana.
