ABSTRACT
The notions alike of Personality and of Experiment give birth to the notion of Liberty in personal life, intellectual and social; and from Liberty logically follows the concept of Tolerance. If, however, liberty of discussion and tolerance are to be enjoyed, it follows complementarily, as Bertrand Russell has shewn, that there must be some common sense of community, some agreement on fundamentals. In Russia the goal is the advancement of the condition of the workers, the classless society and the withering away of the State. The chief asset of Democracy, as against Totalitarianism, as a political system contributing to human civilization, is that it provides a mental climate favourable not only to the personal expansion of Smith and Jones but to the intellectual play and decisive experiments of genius.
