ABSTRACT

Foreign policy refers to actions the United States (US) government takes on behalf of its national interests abroad to ensure the security and well-being of Americans and the strength and competitiveness of the US economy. Policy adopted and actions taken by the US government on behalf of US national interests abroad. The president is this country’s chief foreign policy maker. The differing perspectives of American exceptionalism demonstrate the continual dilemmas of trying to balance and reconcile democratic ideals as articulated in the metaphor of a “City Upon a Hill” with US military, political, and economic interests. The ideology of “America First” sought to restore one version of American exceptionalism, or identity of the United States as an economic and military power. With the start of World War I in Europe in 1914 and the collapse of the Russian monarchy three years later, the United States began to position itself as a global rather than regional player.
