ABSTRACT

A fundamental element in any democracy is openness, but bureaucratic operations often demand secrecy, especially when national security is involved. A democratic political system ensures equal access to participation in politics, but bureaucratic participation depends on institutional authority. A bureaucracy is a large and complex organizational system in which tasks, roles, and responsibilities are structured to achieve a goal. People who work in a bureaucracy; not only the obscure, faceless clerks normally disparaged by critics of government but also “street-level bureaucrats” such as police officers, social workers, and schoolteachers. The principle of specialization rests on delegating specific tasks to individuals whose training and experience give them the expertise to execute them. A clear chain of communication and command running from an executive director at the top down through all levels of workers.
