ABSTRACT

This chapter focuses on the organization of council housing departments, and the management problems of council landlords in the period of mass housing since 1946. The developments in postwar housing departments are uniquely documented in a series of reports by the Central Housing Advisory Committee to the Ministry of Housing. The Institute still held that welfare and the 'women's side' of housing management should not be confused with the main council job of keeping the technical side operating smoothly. Barry Cullingworth chaired the Housing Management Sub-Committee of the Central Housing Advisory Committee for the ninth report 'Council Housing, Purposes, Procedures and Priorities' in 1969. While weak government reports appeared to fall on deaf ears, John Macey's Housing Management blueprint missed a critical moment in the history of housing and his tenure at the GLC intensified the trend towards a highly functional and central 'professionalism', while nowhere elaborating procedures for a local integrated service.
