ABSTRACT

The goal of a surveillance detection program is to detect any surveillance taking place against the client, the client’s property, and the security details protecting them. Static surveillance means staying in one place when conducting surveillance. Long term static sites are used when there is a stationary site to observe, such as a residence, work compound, or other primary area that the client needs to visit. The types of surveillance positions usually have 24-hour visual coverage of the target, blend in to the operational environment, and have easy access to the surveillance location. Foot surveillance is usually conducted when the target of surveillance is moving on foot. Mobile surveillance is conducted when the target is moving by vehicle. What to look for when trying to detect technical surveillance depends on the environment. Counter surveillance can be done in several different ways and should fit into the reader overall surveillance-detection program.
