ABSTRACT
This chapter continues to look at the historical development of the ten secular principles. It introduces state supremacy, internal constraint, freedom of conscience, and order. The manner in which these ideas developed in the thought of Martin Luther, and eventually Roger Williams is discussed. The chapter emphasizes the statist dimensions of nascent political secularism.
