ABSTRACT

Platform regulation should not ignore the ecosystem around the platforms. Regulation should protect and promote the creation of network effects across each ecosystem, as they generate wealth not only for platforms but for society as a whole. This is also the case of platforms transforming the traditional network industries. However, these platforms operate in sectors characterized by affecting the general interest. Platforms should not threaten the sustainability of investment in infrastructure, they should promote the universality of the services and protect the general interest objectives. Public intervention will focus on the tools used by platforms to coordinate their ecosystems, that is, the algorithms. Transparency in algorithms will be a must. Europe is leading in the regulation of the digital platforms, the new network industries.
