Caverion was a subcontractor at a major government construction site in Norway. Management at Caverion faced accusations of white-collar crime in terms of substandard wages and too long working hours for employees from Lithuania who worked at the construction site: Lithuanian workers with illegally low wages were building the National Museum, according to a report. A lack of organizing created decay that enabled executives to defraud employees. In their report of investigation, fraud examiners from law firm Wiersholm draw the following main conclusions: Fraud examiners nevertheless make the final assessment that the violations of the law are systematic throughout or very serious in nature. In Wiersholm's view, the basic problem was that the situation was considered sufficiently serious by the Caverion leadership. Wiersholm believes that, based on several interviews and archival evidence, that Caverion for the most part in the project were understaffed.
