ABSTRACT

Ferde was a regional toll collection company that, with a mandate from the state, financed new toll road projects and managed toll collection on public roads. In the report of investigation, fraud examiners from law firm Kluge draw the following main conclusion: The procurement of software licenses was a violation of guidelines as no competitive bid from alternative vendors had access in the procurement process. Even worse, the integrity and accountability of Kluge is lacking since they were willing to take on this assignment despite being the legal counsel to the company Ferde on a continuous basis. On the contrary, this report proves defective and testifies to the fact that Kluge has acted biased and subjective, since the board and the owners avoid any attention in the examination regarding responsibility. If Kluge had concluded otherwise, Juvik could have lost his position at Ferde.
