ABSTRACT

This chapter presents the case of miscarriage of justice against 36 individuals who were wrongfully convicted of social security fraud and incarcerated. The case study also supports the blame game hypothesis where nobody is willing to take on the blame for the scandal, but instead is willing to attribute blame to others. When the deviant behavior by the social security agency in Norway was detected, the Norwegian government appointed a committee to conduct an internal investigation by examining why benefit receivers were harmed by the agency. White-collar offenders and social security fraudsters are two groups that commit financial crime. In a perspective of critical criminology, white-collar offenders belong to the elite in society with certain mechanisms of protection and often privileged treatment in the criminal justice system, while social security offenders are treated like street criminals with less protection and almost automated treatment in the criminal justice system.
