Media reports have suggested that the reason why FIFA World Cups ended up in Russia in 2018 and in Qatar in 2022 was corruption. FIFA kept the Garcia report secret for several years before it leaked to a German newspaper, which caused FIFA subsequently to release the report to the public by FIFA in 2017. Franz Beckenbauer is among several FIFA executive committee members whose behaviors received scrutiny in detail by Garcia. According to the investigation report by Garcia, Mohamed Bin Hammam was an active briber who bribed several FIFA executive committee members. The Garcia report deserves no better evaluation, as there is no real clarification of roles and responsibilities, and there seems to be no learning or other aspects of investment from the report. The bribed committee member can make an extraordinary profit, which is possible because of the position at FIFA. The briber has access to resources to bribe members.
