ABSTRACT
Willy Brandt, West Germany’s first Social Democrat Chancellor, in coalition with Free Democrats, unblocked the road to Helsinki by provisionally accepting the post-war frontiers, granting East Germany limited recognition and promoting engagement under the slogan “change through rapprochement”, which became the West’s guiding principle at Helsinki.
