The first follow-up meeting sees explosive confrontation between Soviet delegation and feisty US lawyer Arthur Goldberg, whom President Carter has sent to publicise violations of human rights. Consternation among West European delegates and State Department officials as Soviets threaten to walk out. Often regarded as a failure, Belgrade proves the resilience of the Helsinki Process and helps to mobilise pressures for human rights. Partial defence of Goldberg against European critics.
