1985–6: Four meetings and the first breakthrough

Meetings in Ottawa, Budapest, Bern and Stockholm mandated by the Madrid conference discuss human rights, cultural relations, human contacts and extension of military Confidence-Building Measures. The first three get little beyond familiar slanging matches but Stockholm eventually achieves a major breakthrough when the Soviets accept on-site inspections of military movements and extension of the relevant area to the Urals.
