Sticky start to third follow-up conference. Mikhail Gorbachev, now in power in Moscow, takes time to assert authority over his resistant bureaucrats. Shevardnadze, his foreign minister, apologises for their recalcitrance. But meeting ends with total acceptance of the Western agenda by Moscow, provoking consternation among some of its Eastern European allies. Agreements include freer movement of people and information, the right of citizens to leave and return to their countries, an end to jamming of foreign broadcasts, intrusive monitoring of arms control, and the release of political prisoners. Gorbachev has ended the ideological war and renounced force in Eastern Europe. Shevardnadze breaks new ground with surprise statement that CSCE could promote democracy within member states. He springs a surprise by proposing a meeting on human rights in Moscow. Berlin Wall opens. Germany reunited. Cold War ends.
