ABSTRACT

Leaders of 52 states meet in Helsinki to renew the vows of 1975 and set a new course for the future. The euphoria of Paris has worn off as conflicts break out and participating states violate CSCE commitments. After difficult negotiations, the leaders sign two long documents, a declaration and a list of decisions. The decisions include measures to improve procedures for conflict prevention, crisis management and the peaceful settlement of disputes. Responding to complaints about “interference”, the document makes a special point of endorsing the right to monitor the internal affairs of participating states.
