ABSTRACT
CSCE turns itself into a standing body, the OSCE, with a huge agenda to promote security and democracy in Europe. Membership grows to 57, making it the largest regional security organisation in the world. It achieves only limited success in asserting norms and resolving conflicts but makes valuable contributions to transparency.
