ABSTRACT
The Helsinki Process grew out of the unresolved legacy of World War II in Europe: no peace treaty, divided Germany, divided continent, disputed frontiers and a massive military confrontation. Neither side in the Cold War could accept the situation as permanent yet neither could change it without war until the Helsinki talks came into view.
