ABSTRACT
In Chapter 7, we frame out the variety of ways actors influence the context and landscape of the creative sector through policy. This includes municipal stakeholders, the private sector development community, and the role of public entities as well as the polis in affecting the adoption of cultural interventions. Multiple streams framework (MSF) is used to explore creative economy policy processes. A range of creative economy tools are discussed, such as tax incentives, creative clusters and districts, education and training, and the fostering of Creative City branding efforts through reports and cultural plans.
