ABSTRACT

Experiment classically involves the testing of a hypothesis. Recognition of this informs a United States Air Force (USAF) quest for a set of development packages that will form an Integrated Warfare System (INEWS) for use by American aircraft in the 1990s. A vision of chaos is not difficult to conjure. Accidental interference with emissions is always liable to occur. The Luftwaffe command for the defence of Germany was thereby obliged to revert to a loose and quasi-visual routine for tactical control. Its ground-based radar was now only asked to provide an indication of the movement of the bomber stream as a whole. A particular attribute of chaff is that it can thwart what might otherwise be two of the most formidable kinds of Electronic Counter Measures (ECM): frequency-agility and monopulse. A concept that, through the very hesitancy of its progress, continually figures in the dialectic about cohesion and chaos is Identification Friend or Foe (IFF).
