ABSTRACT

As the newest global commons, cyber space is anarchic in nature, with no formal, comprehensive governance framework. Whatever attempts there have been to regulate it, they have seen set back due to the differing visions of major powers and developing countries. In this global backdrop of flux, India, as an emerging economy with a large IT industry and a well-established technological base, has been reasonably active on digital and cyber issues at the international level and multilateral forums. Moreover, India has had a history of active participation in the shaping of global norms, as evident from its advocacy of decolonisation and universal nuclear disarmament. This chapter examines India’s global engagement, spanning the creation of global cyber norms, managing internet governance and bilateral cyber diplomacy, including capacity-building programmes with like-minded countries.
