ABSTRACT

In this chapter, the author details an interview with Kim Heung-Kwang, a North Korean defector residing in South Korea. Kim Heung-Kwang was born in Hamhung, South Hamgyong Province, in April 1960. In 1982, he was graduated from the Department of Computer Science at Kim Chaek University of Technology, Pyongyang, and two years later, he graduated from the university's research institute. In 2002, Kim Heung-Kwang served as a member of the 130 Committee, which was organised to facilitate Kim Jong-il's policy to tighten control on foreign videos. During his time at the 130 Committee, Kim Heung-Kwang gave a foreign CD to a very close friend of him who worked in the publicity department of Hamhung City Hall. As a result, he was later discovered by the State Security Agency and suspended for one year. In October 2003, Kim Heung-Kwang received approval from the university's Party Committee to go on a business trip to undertake ‘reality research'.
