ABSTRACT
Chapter 5 raises the perennial issue of who should control schools—the educational bureaucracy, politicians, parents or the local community? Currently, there is a focus on the deep state where the bureaucracy controls along with a shadow government. Part of the shadow government consists of the education businesses that are becoming more important as school instruction moves online. For some, professional knowledge should guide educational decisions and not political and business interests.
