ABSTRACT

This chapter discusses types of competences that are needed to perform a risk analysis. It also discusses the importance of pre-analysis and framing, which cover clarifications of the problem or issue addressed, identification of the main actors and premises and constraints for the analysis to be conducted. In order to provide guidance on risk assessment, it is important to have some risk management knowledge to adequately support the decision-making and dialogue with different stakeholders. The chapter addresses some practical issues linked to all of the tasks and difficulties, for short referred to as the treatment of uncertainties in risk analysis. Two main recommendations are provided: be careful specifying what the quantities of interest are, and focus on understanding and communicating the uncertainties about these quantities and in the risk communication, seek balance between confidence and humbleness. The chapter presents a list of misinformation sources in relation to risk analysis.
