ABSTRACT

Risk is related to an activity, for example, an investment, the operation of a technical system or life on earth or in a specific country. Risk reflects the potential for undesirable consequences of the activity. This chapter discusses the meaning of related concepts such as resilience, safety, safe, security and secure. As for vulnerability, the event or risk source referred to could be a set of events or risk sources. It is tempting to say that lack of resilience is the same as vulnerability. For the epidemic case, a virus outbreak is the event, and vulnerability is the potential for undesirable consequences given an outbreak. The community faces a risk, as there is a potential for a hazard to occur with this type of negative effects. We consider the risk related to events occurring which could disrupt a nuclear waste repository, which its turn could lead to releases, severe health issues and environmental damage.
