ABSTRACT

After four decades, China has now developed into a comprehensive sea power with an extensive and complicated maritime security strategy. Since the goal of "constructing a strong maritime power" was announced in 2012, Beijing has allocated more resources to marine governance and security. Despite the geographical disadvantage of being surrounded by multiple sea powers in the region, the PRC has been proactively breaking through the limitation of the island chain in recent years. Although China's sea power has become more comprehensive than 40 years ago, there are still challenges ahead that Xi Jinping and his government need to encounter. In conclusion, despite all the limitations and obstacles, China's sea power development has been a long historical process. However, comprehensiveness of China's sea power is not limited to setting an agenda but also includes the variety of actors, means of action, and geographical extensiveness.
