ABSTRACT

Chapter 7 examines the process to formulate and implement the educational finance policies on guiding migrant children in China and further probes the existing questions. It traces back to the different developmental stages for educational finance policies in China and details the local policies in Beijing, Shanghai Guangzhou, and Shenzhen. The institutional comparison demonstrates the areas that we should continue to improve on the policy aspect, particularly on the responsibility-sharing mechanism for governments of all levels.
