ABSTRACT
This chapter examines the prisoners’ issue through the lens of the Israeli security sector, discussing how the prison administration attempts to manage the prisoners movement, and how authorities determine when to negotiate or compromise with prisoners. This chapter indicates how prisoners and authorities constantly try to stay one step ahead of the other, reflecting the struggle between rights and security in the broader conflict.
