ABSTRACT

In the first chapter I discuss the legal foundations of the IOVR policies looking back to the prewar period and then examining the evolution of the legislation between 1918 and 1938. With more than 50 changes in the law over the interwar period, this chapter is per force significantly longer than others. In this chapter the voices of the policy makers are the predominant perspective. However, since veterans’ groups played an active role in some legal amendments to the original policy, I also bring in their voices.
