ABSTRACT

Access for people to what they have learned already, a sort of internal recognition. And access externally to pursue whatever it is they both wish to turn to and have the ability and qualities to tackle private access and public access. Inside the person lies a heterogeneous collection of knowledge and skills, accumulated from anywhere and everywhere. Outside that person lies an increasingly heterogeneous array of learning opportunities. Negotiating directly with institutions or agencies on behalf of individuals or groups for whom there may be additional barriers to access or to learning. Composing appropriate learning programmes has become a great deal more complicated just as the opportunities are more extensive, even richer. Accreditation and accumulation become the essential watchwords. There is a more recent development which fits into this general theme. It is an extension of the credit rating of companies’ in-house in-service provision for their own employees.
