ABSTRACT

It all began in 1977 or so it seemed. On reflection it all began in 1948. The curricular development idea for higher education seemed equally appropriate to a considerable proportion of the 18+ as well as some older learners. As Vice-President of Cooperative Assessment of Experiential Learning, John Strange’s particular task was to develop a network of regional managers in the US. These regional managers were to be frontline developers of the theory and practice of APEL in an attempt to encourage universities and colleges to adopt it as part of their provision for adult learners.
