ABSTRACT

This chapter examines how adults with learning disabilities are currently experiencing digital inequalities in the UK and considers the extent to which national and international legislation and policy seek to address these inequalities. Three key dimensions to the digital inequalities experienced by adults with learning disabilities are identified and discussed: (1) cost-related causes of digital inequalities, (2) technology-related causes of digital inequalities and (3) environment-related causes of digital inequalities. The evidence suggests that in the United Kingdom at least, national and local governments are not taking on full responsibility for ensuring the rights of adults with learning disabilities to access and use technology are protected.
