ABSTRACT

This chapter discusses the step-by-step development of a framework for analyzing e-participation across countries. The theories of policy feedback and socio-technical theories support the conceptual framework in the current study. The factors impacting e-participation are divided into the categories of institution, technology, and socioeconomic factors. The factors in the first two categories are of main interest and used as the explanatory variables for e-participation, while the last category is used as control variables in the framework. Multiple dimensions of institutional and information and communication technology (ICT) factors are used to operationalize the categories. The data sources used to measure each variable are reputed international sources such as the United Nations’ (UN) e-participation surveys and democracy scores for countries by Freedom House.
