The anti-democrat would argue that to discover these is a task that demands a very high degree of moral and intellectual enlightenment and a single-minded concentration on it that few people would be able or willing to achieve. Even from a purely practical point of view, it might well be argued, the man who sees clearly what he is aiming at is more likely to'be effective than the man who has no idea, or a confusion of different ideas, about his ultimate aims. It is difficult to be finally convinced by any argument of the type that such-and-such a thing would be desirable, but would not work in practice. All that is necessary is to consider any course of action that is proposed and to see, if the authors can, what effect that is likely to have on the general characters, lives, and behaviour of the people concerned.
