ABSTRACT

The intention of democracy is to bring as many of the citizens as possible into the task of making or influencing the decisions of government. The idea of democracy in industry is carried further, and on one possible interpretation it is taken to mean the control of industry by a democratically organised state. A point on which a great deal of controversy has arisen is the effect of economic conditions on the development of democracy. It must be admitted that discussions on this subject often tend to produce a great deal more heat than light. A more complicated question is the degree to which considerable disparities of wealth are a hindrance to democracy. Certainly the existence of Trade Unions does introduce an element of democracy into the government of industry. They represent, or aim at representing, the great majority of the people engaged in any industry, and they exercise a considerable degree of influence on the government of that industry.
