ABSTRACT

NGOisation is caused. This chapter examines NGOisation of civil society happened in Thailand as a consequence of the relationship between Thai Health Promotion Foundation (THPF) and its non-governmental organisations (NGOs). In order for the NGOs to become a ‘suitable’ partner of THPF, a target of metagovernance, they are driven to develop certain attributes which are shaped through major important intertwined developments: professionalisation, institutionalisation, bureaucratisation, and depoliticisation. These developments can also be understood as ‘technologies of governing’ utilised by the funder in its relationship of patronage with the funded NGOs and together constitute and sustain the NGOisation of civil society in effect. However, it is important to also note that the characteristics NGOs developed under THPF funding emerge regardless of THPF’s intention to foster them.
