ABSTRACT

The first meeting of Beveridge’s new Interdepartmental Committee on Social Insurance and Allied Services took place on 8 July 1941 at Egginton House, 25–28 Buckingham Gate SW1. Beveridge informed the committee that the terms of reference had not yet been publicised, though they appeared non-controversial: To undertake, with special reference to the inter-relations of the schemes, a survey of the existing schemes of social insurance and allied services, including workmen’s compensation, and to make recommendations. Before the committee was to reconvene, Beveridge issued his bombshell paper, ‘Heads of a Scheme’. Beveridge had what must have been difficult conversations with Greenwood and Wood, and he was able to advise the members of his committee in advance of the formal notification.
