ABSTRACT
In their search for new revenues, cities have engaged in many activities that two hundred years ago were unheard of. They run public businesses, allow private firms to enjoy monopolies within their boundaries, tax just about everything that might produce significant revenues, and receive aid from private, state, and federal sources.
