ABSTRACT

– Neutrals comprise of Austria, Finland, Iceland, Malta and Sweden, and present a group of states within the EU–NATO relationship that possess single membership which disallows them from taking more proactive positions in enhancing interorganisational cooperation. Their key commonality is their military neutrality and low military contributions. Neutrals do not vocalise an alignment, are not very proactive in enhancing the EU–NATO relationship and do not take sides with advocates or balancers. Denmark represents a special case due to its defence opt-out from CSDP, which makes it a special single member state. This status is, however, not perceived as obstructive for EU–NATO cooperation since Denmark is not disruptive or proactive in this interorganisational relationship.
