ABSTRACT

The Ministry of Housing and Local Government is the principal agency of the Malaysian government responsible for national policy on human settlements. Under the Fourth and Fifth Malaysia Plans, the Ministry has three objectives. One is to ensure that every Malaysian, especially those in the low-income groups, has the opportunity to own a house of satisfactory quality. The second role of the Ministry is to encourage the efficient organization and functioning of local-government authorities throughout the country. The third role of the Ministry is to promote town and country planning throughout the country. Some departments in the Ministry have been making limited use of computers for several years, but it is only recently that the Ministry has acquired some equipment of its own. The key to the success of the Ministry’s approach so far has been its decentralization. The Computer Unit should be equipped to provide advice and assistance in respect of additional hardware and software requirements.
