ABSTRACT

The natural environment provides services necessary for production. But people also value different aspects of the natural environment as “consumers.” So, as in the case of education planning, consumption benefits must be considered along with contributions to production when we engage in environmental planning. Again, taking both access to information and incentives into account, in Chapter 14 we propose who should be entrusted with estimating different effects to achieve efficient levels of investment in protecting and enhancing the natural environment.
