ABSTRACT

In Latin America, we have Marxist guerrillas, right-wing paramilitary groups, as well as transnational organised criminal networks who engage in the drug trade. Early twenty-first-century Mexico is ravaged by narcoterrorism and insurgencies. The tradition of insurgencies and counterinsurgencies in this country could be traced back to the eighteenth century. The dictatorship of Porfirio Diaz ended in 1911 due to a nationwide insurgency. Diaz came to power in 1875. In 1910, Diaz was 80 years old. The Mexicans were angry due to the absence of free elections as Diaz had jailed most of his serious political competitors. The United States was angry with the Guzman Government because it had failed to ratify the Rio Defence Pact of 1947, which ensured that all the armies of the Latin American states came under indirect American control. TheSendero Luminoso movement was founded in 1970 after a split from the Communist Party of Peru.
