ABSTRACT
From the start of this chapter, reports about all kinds of malfeasance in Abkhazia are beginning to reach the leadership in Moscow and to attract attention. The Party Central Control Commission in Moscow demands that the Transcaucasian and Georgian Party leadership in Tiflis send a commission to investigate, headed by A.M. Mirzabekyan. The Mirzabekyan commission investigates a number of the allegations, but ultimately the results of the report get whitewashed by Lakoba’s patrons in the Georgian and Transcaucasian Party leadership in Tiflis.
