ABSTRACT
Chapter 4 presents the contemporary discourse in Vietnam on public diplomacy and related concepts, including people’s diplomacy, cultural diplomacy, and external information management. This chapter shows that while Vietnamese scholars and policymakers consider public diplomacy to be mainly a state function, they welcome conditional citizen participation. Moreover, the domestic public is also perceived as a target of PD initiatives.
