ABSTRACT

The book’s main argument is that there are four typologies of actors that play a role in the institutionalisation of a regional policy: the leader, the reference, the sponsor and the implementer. These roles might be performed by states, international organisations and local actors. The book investigated these interactions in the three phases of the institutionalisation of the ASEAN disaster management policy to explore the (potential) role that the EU could play. This final chapter summarises the main theoretical contribution and the empirical findings. It proposes some post-COVID considerations for the EU-ASEAN cooperation in crisis management and presents avenues for further research.
