Once there are people within a community who want to see improvement and change, along with a municipality willing to work toward a plan, the first task in creating a Climate Plan is to decide what kind of plan or plan update provides the best framework for climate work. Climate Action Plans focus primarily on reducing greenhouse gas emissions. Comprehensive Planning is a process that determines local goals and aspirations in terms of community development. At the start of the project, a Plan Team must be identified to work both as community organizers for the public process and as authors of the Climate Plan. Climate Plans are also public documents and communities that have adopted them make them available for review and download. Climate Plans are typically for entire municipalities but can involve multiple municipalities or entire regions. The best Climate Plans tend to involve all government and private operations within a municipality.
